The year 2018 marks the twentieth anniversary of the launch of The Oslo Recommendations regarding the Linguistic Rights of National Minorities by the OSCE High Commissioner on National Minorities (HCNM), which took place in Oslo in 1998. Twenty years on, linguistic rights and language policies remain high on the agenda of the HCNM as it continues to discharge its conflict-prevention mandate. The HCNM operates across the entire OSCE region, focusing on those places where there are either existing tensions or the potential for tensions regarding national minorities. For example, the HCNM is currently active in Ukraine, Central and Eastern Europe, Central Asia, the South Caucasus, the Balkans and the Baltics.
